The Global Cultural Forum is not only an event but a process . It´s been happening as such since 2003 through seminars, theme forums, and regional forums spread all over Brazil and Latin America as well as in other parts of the world.

Seminars consist of regional consulting and international networking which act as opportunity to analise reforms in cultural policies, trends for the development of cultural enterprises and action strategies, also to develop cultural markets for ideas, services and products as well as to evaluate the impact of the forum.

Several local comissions have already been established for the planning and the carrying out of the seminars including universities, the Municipal and State Secretary of Culture, Foundations and non governmental Organizations. The seminars were held from October 2003 to March 2004 amd are part of the oficial calendar of preparatory actions for the World Cultural Forum.

The regional forums act as preparatory actions for the World Cultural Fórum. Designed by the Centre for the Development of Capacities (CDC), they are being articulated in all regions of Brazil with the objective of developing cultural networks and contributing for the construction of permanent systems ,for the diagnosis, planning, education, monitoring and evaluation, aiming at the development of Art and Culture in connection with tourism, the environment, educatoon and social development. They will happen in partnership with universities, governmental bodies, institutions of the civil society and foundations from each region.

With the proposal of providing discussions in different regions of Brazil, the regional forums will contribute for the closing of the agenda of the World Cutural Forum, defining themes, conferences, lecturers and projects also articulating all the actors envolved or the ones that can get involved in the area of Culture.
